Subcontractor Supply Chain Fees and Charges Policy 2020/21
Develop Training's operating strategy, as agreed at Board level, is to utilise 'services subcontracting' as part of its delivery model. In order to provide good quality training to ensure that Develop Training is able to effectively respond to employer demand, build collaborative partnerships whilst reflecting local skills priorities and embedding a national employer-led offer Develop Training does subcontract some elements of its apprenticeship frameworks and standards.
All subcontractors of Develop Training undergo a comprehensive due diligence process prior to any delivery taking place and are selected on the basis of their track record, type of provision delivered and location. Once approved as a Develop Training subcontractor, a legally binding contract is put in place and annually negotiated financial/outcome agreements established with each subcontractor. When negotiating for subcontracted services, Develop Training will use its best endeavors to achieve value for money combined with strict assurances regarding the quality of subcontracted services thereby ensuring that costs are reasonable and proportionate to the delivery of the subcontracted apprenticeship training.
Develop Training does not charge a management fee to its subcontractors, but instead subsumes the costs associated with subcontract management into its own operating costs.
Develop Training is committed to continual improvement in teaching, learning and assessment, both in its own direct provision and in its subcontracted provision. A range of activities are employed in order to do this. In terms of services subcontracting specifically, the following processes are in place to help monitor quality of provision, and actively improve quality on an on-going basis thereby ensuring delivery of high-quality training.

- Lesson observations
- Learner surveys
- Contract review meetings
- Invoice and payment processing
- Quality audits
- Compiling reports and improvement actions
It is not believed, and Develop Training will make every effort to avoid, any actual or perceived conflict of interest between Develop Training, its staff or directors and any delivery sub-contractor.
