Revised flow temperatures for heating systems increase risk of Legionella

   09 January 2024         News

In a significant update to Part L of the Building Regulations (Conservation & Power),  professionals who install, commission, maintain, monitor, and manage heating systems, are set to face a major shift in regulations concerning flow temperatures. The new guidelines emphasise that, for heating systems, flow temperatures should not exceed 55°C, and ideally, they should be kept below this threshold.

The guidelines state that,

“All parts of the system, including pipework and emitters, should be sized to allow the space heating system to operate effectively, and in a manner that meets the heating needs of the building, at a maximum flow temperature of 55°C or lower. To maximise the efficiency of these systems, it would be preferable to design to a lower flow temperature than 55°C. Where it is not feasible to install a space heating system that can operate at this temperature (e.g. where there is insufficient space for larger radiators, or the existing distribution system is provided with higher temperature heat from a low carbon district heat network), the space heating system should be designed to the lowest design temperature possible that will still meet the heating needs of the building.”

The reduced temperatures are primarily in response to new condensing boilers. The water returning to the boiler needs to be lower than 55 °C otherwise the water won’t condense and therefore it would be like having a non-condensing boiler, which defeats the point.

While this change brings about several advantages in terms of energy efficiency and environmental impact, it also introduces a new consideration for those that manage secondary hot water systems heated by them — the increased risk of Legionella bacteria formation in hot water systems due to decreased hot water flow, return and distribution temperatures. It will also have impact on the scald risk and management protocols, amongst others.

Legionella is a waterborne pathogen that can lead to acute respiratory pneumonia. The bacteria multiples between the temperatures of 20°C and 45° which is more likely as a consequence of this change.

Hot water systems face increased risk of Legionella bacteria

Dan Sutherland, Senior Water Systems & Legionella Trainer at Develop Training explains,

It is important that industry understands, communicates and provides specific risk assess guidance on each situation on its own merits. This can be challenging and so developing employee competence is part of this (partly achieved through training). Late understanding of these principles impacts businesses and individuals from a commercial, financial and personal aspect.”

He continues,

Where the hot water system represents a lower risk from legionella, reduced hot water temperature may have little impact (typically in domestic dwellings and smaller commercial settings) but in larger commercial and healthcare systems (and commonly older systems), maintaining traditional hot water flow and return temperatures of 60°C and 50°C may still be a key control.

There is also impact in the world of scald prevention and thermostatic mixing valves – can these valves now be removed in some settings? Will they continue to work effectively due to reduced supply temperatures? What is the possible impact and effect on build quality requirements, and will hot water system design change as a consequence?

We should also remember that best practice up to now has been to supply hot water to kitchens for hygiene reasons of at least 55°C.”

Legionella training a critical factor in mitigating risk

To address this concern, training providers in the Building Services industry play a crucial role in ensuring that professionals are well-informed and equipped to navigate these evolving regulations. It is essential for heating engineers and those who work with hot water systems to stay up to date with the latest industry standards, enhance their knowledge of Legionella prevention measures, and implement best practices in their installations to uphold both safety and efficiency.

As the industry adapts to these changes, Develop Training will be incorporating the latest updates into its curriculum, ensuring that heating engineers are well-prepared to meet the demands of the evolving regulatory landscape. This proactive approach will not only enhance the skills of professionals in the field but also contribute to creating safer and more energy-efficient heating systems for the benefit of both consumers and the environment.

How Develop built an ‘artificial street’ to revolutionise facilities management training

   24 June 2023         Blogs

Training is only as good as its ability to be applied. As a training provider responsible for training the staff behind some of this country’s most vital infrastructure, from the gas networks that fuel our homes, to the roads we travel on, Develop continues to lead the way in providing innovative and high quality standards of training.

And recently, following an investment of over £500,000 on Training Terrace, and a further £500,000 on the main centre refurbishment, Develop has constructed a training facility that presents obstacles and challenges like those found on real-life commercial and domestic sites. Running alongside its newly upgraded York training centre, Develop’s training delivery in the northern region of this country has never looked better, and its place as a training innovator has never been so certain.

Fully to-scale artificial street for utilities training

The fully to-scale artificial street, known as Training Terrace, consists of three purpose-built houses, apartments, a café, a deep excavation pit and a confined spaces area. As quaint as a life would be on Training Terrace, behind each of these operations are meticulously designed facilities built to train delegates in emergency response to gas incidents, excavation safety, cable avoidance, sewer jetting and confined spaces entry.

Training Terrace first began as a project only known as the JETSET street (Joint Emergency Training Set), which became a reality through funding from Develop and its parent company, JTL.

The site chosen as the home for this project was Develop’s York training centre, which has long functioned as a foundational training facility for the varying requirements of industry in North Yorkshire. In particular, Develop has had a longstanding relationship with the region thanks to its strong relationship with Northern Gas Networks.

Public competition to name the street

Along with the first announcement of the project in January, Develop launched an exciting public competition to officially name the street, which received over 150 entries. In order to decide which name would be immortalised in the street’s signage, a judging panel made up of senior members of staff from across the JTL Group shortlisted 10 names before finally noting a consensus favourite – Training Terrace, suggested by Shaun Gavin and Lindsay Talks.

The grand unveiling

The grand opening of Training Terrace took place on 24th May alongside the reopening of Develop’s York centre, which was itself updated to include new classrooms, an alternative energies training area, two HV (High Voltage) workshops and a LV (Low Voltage) workshop.

John Kerr, Managing Director at Develop, said: ‘This new state of the art facility will give us a fantastic base to deliver essential and enhanced training to businesses in North Yorkshire and beyond. We’re thrilled to unveil a centre that will work in tandem with Training Terrace, as this new street provides an innovative facility that we’re proud to operate from.”

The new provisions at this Huby-based centre means that Develop can now provide higher quality training in confined spaces, HV & LV, gas distribution, health and safety, healthcare estates, water systems and alternative energies offering businesses in the region a state of the art facility to train their workforce.

The overall improvement to the York centre – and the inclusion of Training Terrace – was something that the team at gas network operator, Northern Gas Networks (NGN), were thrilled to work in partnership with Develop on.

A significant improvement to training facilities

Paul Tate, Lead Emergency Trainer at Northern Gas Networks, said: “The facilities including the new JETSET will significantly improve the training opportunities for the whole team at Northern Gas Networks and provide real-life scenarios. It’s been a long-term project and it’s fantastic to see it come to life and now be used to enhance the training and development opportunities for not just Northern Gas but the sector as a whole.”

Delivered in partnership with Northern Gas Networks

Develop has a longstanding relationship with NGN having worked with the Gas Distribution Network for a number of years across a variety of projects. Through this partnership Develop and NGN have worked to identify the training needs and wants for those currently working in the industry as well as looking ahead to the requirements of the future generation.

The reopening event was attended by Chris Adair, Training and Apprenticeships Manager at Northern Gas Networks, alongside other key industry figures from the North Yorkshire region.

New training facilities for the North Yorkshire region

The new facilities have also proved successful with North Yorkshire Council Divisional Councillor for Huby, Malcolm Taylor, who welcomed the positive effects that it will have on the local economy. He said: “It’s fantastic to see this investment in the Huby area, and I believe this centre will be invaluable for training businesses and delegates in the region.

“The unique facilities that Training Terrace is able to offer will be an exciting, unique addition to the landscape of industry available here, and I look forward to seeing the new wave of professionals being produced in our area.”

The opening ceremony itself saw a day of networking, tours and panel discussions, as well as a ribbon cutting ceremony, which was marked by John Kerr and JTL Training’s CEO, Chris Claydon.

Positive feedback from first intake of delegates

In June, Training Terrace welcomed its first intake of delegates who were undertaking NCO Gas Level 2 Escape, Locate & Repair training. Feedback from those involved was extremely positive with one delegate commenting that the site was “well thought-out with realistic interiors” and another stating that “Training Terrace makes the scenarios more realistic and familiar.”

And that’s just what Develop aims to do – offer cutting-edge training to delegates at the highest standard. Whether that be at Training Terrace, in the classroom, virtually or via Develop’s brand new e-learning platform, LEDA, which offers a suite of accredited e-learning courses specifically designed to supplement its practical training offering.

Chris Merson joins as an Electrical trainer

   15 February 2023         News

Develop would like to extend a warm welcome to Chris Merson who has joined Stuart Gilby’s Estates and Facilities Management Training team as an Electrical HV/LV trainer.

Chris is joining Develop and bringing a wealth of electrical, safety and compliance training with him. Before Develop, Chris worked for EMCOR as an Authorising Engineer. He also worked as a safety manager and trained those in competent person training.

“The thing I like most about training is the ability to pass on the knowledge and expertise I have gained through my career. As a former Health and Safety Advisor I know the regulations inside and out and I want to instil this into the next generation of workers, so they do not harm themselves or others. In my experience I have found the biggest cause of accidents are lack of PPE and lack of supervision – which leads back to training.”

Throughout his career Chris have developed systems, areas, workshops, and training courses. Chris always takes the health and safety of others into consideration, even if that means he must make difficult decisions.

So far Chris has found everyone at Develop very welcoming. “It’s great that people are taking the time to introduce themselves to me and taking the time to tell me about their role.”

Away from work Chris is a big horse racing fan!
