Develop Training, the UK’s leading accredited provider of compliance, technical, and safety training, is pleased to announce it will now deliver National Road and Street Works Act (NRSWA) courses from its Norwich location. 

The courses will be delivered at the new training centre that was recently opened in partnership with parent company, JTL.

As one of the few providers of NRSWA training in the local area, Develop is positioned to meet the growing demands for specialised training programmes in Norfolk.

Develop is fully equipped to deliver the NRSWA Reinstatement of the Highway (NRSWA Ops/Sups) course at the Norwich centre. The centre will host two full NRSWA courses on 11^th March and 29^th April, providing delegates with essential skills and knowledge required for working on new roads and streetworks.

Newport City Council Faces Hefty Penalty Following Tragic Street Works Incident

In recent weeks, Newport City Council has been slapped with a staggering £2 million fine by the Health and Safety Executive (HSE) after a highway operative lost their life while performing road repair works. The tragic incident has sparked renewed emphasis on the imperative need for high quality street works training to ensure the safety of workers on our roads.

The HSE investigation revealed that the council failed to implement all reasonably practicable measures to create a safe working environment. The deficiencies included the absence of a suitable and sufficient safety zone between the road works area and the live part of the carriageway, as well as a lack of proper measures to secure the perimeter of the road works site against workers entering the running lane.

The incident, which resulted in the loss of 57-year-old Stephen Bell, underscores the critical role that NRSWA street works training plays in preventing accidents and ensuring the well-being of those working on our roads. The NRSWA training programme is designed to equip highway operatives and workers with the necessary skills and knowledge to carry out their duties safely and efficiently.

The HSE’s findings have sparked concerns about the level of compliance with safety regulations across various local authorities. The £2 million fine sends a stark message to councils and organisations involved in street works, emphasising the importance of adhering to safety protocols and providing adequate training to personnel.

NRSWA training covers a range of essential topics, including the establishment of safety zones, securing work areas, and implementing measures to prevent unauthorised access to potentially dangerous zones. Regular updates and continuous training are paramount to keeping workers abreast of the latest safety standards and protocols. Proactive measures, such as regular safety audits and comprehensive training initiatives, can also contribute significantly to preventing accidents and saving lives.

Last month Develop underwent an EQA (External Quality Assurance) visit from CABWI, a nationally recognised awarding body specialising in qualifications for the water and utilities industries. All of our Street Works courses are recognised through CABWI, as well as the majority of our Confined Spaces courses.

Outstanding feedback for our CABWI accredited Street Works and Confined Spaces courses

We are proud to have received such a positive response from CABWI’s assessors, and we recognise that the quality of our provision has been kept at a particularly high level by our in-house quality assurance team.

Internal Quality Assurance (IQA) is critical for maintaining the integrity of training and assessments within Develop. It’s a comprehensive process that monitors the teaching, learning and assessment activities of all our training programmes. Managed by Gary Fisher, the quality assurance team work to ensure that the quality or our training and assessment is always considered ‘outstanding’. The Street (Road) Works – Safety, Quality and Compliance Certificate has been designed for those who set or implement policy, manage or supervise staff that inspect or audit street works, and for those that carry out inspections or audits of ongoing or completed street works.

NRSWA Certificate

The certificate was developed by the Training and Accreditation Group TAG on behalf of HAUC (UK).

Typically, Candidates will include those inspectors / auditors and their senior managers who operate on behalf of a Highway (or Roads) Authority or their nominated agent, on behalf of a Statutory Undertaker or their contractual agents or for an independent Street Works quality assurance organisation and also those contractors that operate under New Roads and Street Works Act (NRSWA).

This Certificate does not in any way, replace or supersede the existing NRSWA qualification requirements, as prescribed within the individual Street Works (Qualifications of Operatives and Supervisors) Regulations of the four devolved nations of the United Kingdom (UK).

Certificate modules

The Certificate contains three modules:

Module 1 – Legislation and Codes of Practice

Module 2 – Auditing or Inspecting Excavation, Backfill and Reinstatement Quality and Compliance

Module 3  – Auditing or Inspecting Signing, Lighting and Guarding Safety and Compliance

All three modules must be achieved in order to achieve the HAUC (UK) Street (Road) Works – Safety, Quality and Compliance Certificate.
